How to Call
To call any local number anywhere in Estonia is easy: you just dial the seven-digit number as it is because the local area code is now part of the telephone number. 
Calling a mobile phone while in Estonia: There are several phone operators in Estonia—EMT, TELE2, Elisa, etc. The first number when you dial a mobile in Estonia should be 5, as part of a seven- or eight-digit number.
Calling to Estonia from abroad: Estonia’s country code is 372. So, to call to Tallinn or any other Estonian city from abroad, you dial your base country’s international access number, then 372-XXX-XXXX (always seven digits after Estonia’s country code); to a mobile, it’s 372-5-XXX-XXX. 
Calling abroad from Estonia: Dial 00, then the country code and number. Latvia’s country code is 371; Lithuania’s is 370. 
Operator Assistance: tel. 16115.
For pay phones, you’ll need a phone card; buy them at kiosks, post offices and some stores.

WiFi
Fast ADSL and ISDN lines are readily available across the country. It comes as a surprise to some that Estonia is a world IT leader. That goes for wireless Internet, or WIFI areas. There are almost 500 in Estonia, most in Tallinn—at the airport, in hotel lobbies, around Tallinn’s Town Hall Square, even at many bars, gas stations and parks. Some WIFI points ask for a minimal fee. The best way to check the growing list of wireless areas is to go to www.wifi.ee.
